Because inmates are segregated from society, visitation and correspondences are very important measures for communicating with people outside. Inmates can be visited once a day in case of under trial. For convicted inmates, the frequency of visitation differs according to classification level. However, this system is flexibly operated to benefit inmate's correction and reformation.
VISITATION
In case of inmate under trial, the frequency of his/her visitation is not limited. Normally they are allowed to have a visit everyday. In case of convicted inmate, the number of visit is increased from twice per month to at least four times a month since January 2000. And if it is necessary for their correction, the visitation can be allowed in spite of the frequency limitation.
For visitors' convenience, they can be allowed even on public holidays, Saturday afternoon and even on Sunday if the correctional institution is located far away from their living places. Especially, exemplary prisoners(1st grade) can meet their family regardless of visitation frequency limitation.
LETTERS
Inmates may write letters to people outside without any limitation of frequency, if it is not against the security of institution or the rehabilitation of inmates. If an inmate is unable to write the letter by himself/herself, a prison guard may assist at his/her request. Postage are basically paid by inmates.
TELEPHONE CALLS
Since April 1998, well-behaved inmates have been allowed to make a phone call to their family to reduce the sense of isolation and abolish the inconvenience of long distance trip of their family. Moreover, if there is a special necessity, other inmates can make a phone call to their family. Inmate has to purchase a phone card and consent to screening the phone conversation.
